U Chan Aye, Permanent Secretary of the Ministry of Foreign Affairs attended Jakarta Forum on Exploring ASEAN-China Partnership for Blue Economy which was held via videoconference on 14 October 2022 at 0830 hrs.
Jakarta Forum was co-hosted by Permanent Missions of Myanmar and China to ASEAN in cooperation with Foreign Policy Community of Indonesia (FPCI) and was attended by government officials from respective Ministries in ASEAN and China, scholars and experts in the field of Blue Economy, as well as representatives from the Committee of Permanent Representatives to ASEAN (CPR) and ASEAN Secretariat.
At the Forum, Permanent Secretary delivered the opening remarks. Mr. WU Jianghao, Chinese SOM Leader and Assistant Foreign Minister from Ministry of Foreign Affairs of China and Mr. Satvinder Singh, Deputy Secretary General of ASEAN also delivered the opening remarks.
Permanent Secretary, in his opening remarks, expressed appreciations to China for the initiative and also to co-hosts of the forum, Myanmar and Chinese Missions in Jakarta, as well as to Foreign Policy Community of Indonesia for its support. He recalled the leaders’ vision at the 21st ASEAN-China Summit in 2018 that ASEAN and China agreed to encourage partnership on blue economy and highlighted the need to ensure ocean sustainability and rules-based ocean governance to maintain the ocean and seas as key drivers of economic growth, jobs and innovation. He also stressed the importance of closer cooperation on blue economy to promote marine ecological conservation, sustainable use of marine resources as well as to the social and economic development in the region. He encouraged the participants to identify the scope of cooperation and activities that all are comfortable to undertake together and forge greater consensus on the way forward to ASEAN-China partnership for the Blue Economy.
In panel discussion, the participants exchanged ideas and knowledge on the concept and policies of the Blue Economy and shared the best practices while exploring potential cooperation on forging ASEAN-China blue economy partnership and promoting sustainable development. Daw Thaw Thaw Han, Director from Environmental Conservation Department, Ministry of Natural Resources and Environmental Conservation and U Kyaw Moe, Deputy Director from Department of Marine Administration, Ministry of Transport and Communications also made presentations and shared policies and practices of Myanmar and possible regional cooperation in blue economy.
At the Closing, U Aung Myo Myint, Permanent Representative of Myanmar to ASEAN and Mr. Deng Xijun, Ambassador of the People’s Republic of China to ASEAN delivered their closing remarks.
Permanent Representative, in his closing remarks, expressed appreciations to the Foreign Policy Community of Indonesia for its excellent facilitation of the event and speakers and participants for their active participations. He recalled the successful convening of the first and second Jakarta Forum on Blue Economy in 2020 and 2021 and noted with satisfaction on the progress of discussion at the 3rd Jakarta Forum, especially in policies and practices of ASEAN Member States and China regarding Blue Economy, as well as the co-relation between Blue Economy and Sustainable Development. He encouraged the experts and officials to work towards to enhance the ASEAN-China Partnership on Blue Economy through the relevant ASEAN-led Mechanisms.
