Ambassador U Min Thein, Permanent Representative of Myanmar to the United Nations and other International Organizations in Vienna, delivered a statement regarding the Review Mechanism on 18 May 2026 during the 17th session of the Implementation Review Group, being held at the Vienna International Centre from 18 to 22 May 2026.
In his statement, the Permanent Representative expressed support for assessing progress made in the implementation of recommendations from the first phase, identifying challenges, and determining areas where further support is needed as part of the Convention’s second phase review process. He underscored that self-assessment questionnaires and model schedule should remain flexible to reflect diverse legal systems and national capacities. He further emphasized that the second phase must continue to respect the principles of sovereign equality, territorial integrity, and non-interference, while promoting constructive dialogue. In addition, he highlighted the importance of expanding training programs for focal points and experts and strengthening coordination with donors for technical assistance.
While apprising the meeting of Myanmar’s national-level efforts and progress in combating corruption, He stated that Myanmar is implementing the “Anti-Corruption Strategic Plan (2026–2030)” with strong political commitment and regularly publishing annual reports. As preventive measures, Corruption Prevention Units (CPUs) have been established in ministries and governmental organizations. He further elaborated progress in transitioning to an electronic procurement (e-Procurement) system and implementing public feedback programme through SMS short code. In the private sector, a notification had been issued to promote the adoption of codes of conduct for business enterprises. He added that Myanmar successfully completed the first phase review process in December 2025 and would continue to engage constructively in preparations for the upcoming second phase review process.
